- Establish & recognize organizational goals and objectives
- Identify the specific tasks and functions necessary for meeting the stated goals and objectives
- Group organizational objectives to the similarity of their related taks and functions
- Place the grouped objectives into appropriate administrative unit/department
- Utilizing the administrative units established in the previous step, prepare a model plan
- Implement the organizational plan
- Periodically evaluate
